What is a UCR in Green Laning? Understanding Unclassified County Roads

If you’ve been exploring the world of green laning in the UK, you’ve probably come across the term UCR — but what exactly does it mean, and can you drive it?

At All Terrain UK, we’re all about clearing up confusion and making sure off-roaders are informed, legal, and respectful when heading out on the trails.

Let’s break it down.


🚜 What is a UCR?

UCR stands for Unclassified County Road — a type of road recorded by the local highway authority, but not formally classified like an A or B road.

They’re often rural, unsurfaced, and look more like a track than a road — but legally, they’re still part of the public highway network.

Sounds great, right? It is — with a few caveats.


⚖️ Are UCRs Legal to Drive?

This is where things get a bit murky.

Unlike BOATs (Byways Open to All Traffic), UCRs don’t come with a clear classification on motor vehicle rights. Many do have a public right of way for vehicles, but it’s not always guaranteed.

So how do you know if you can drive one?

You’ll need to check:

  • The local authority’s list of highways (known as the “List of Streets”)
  • Historical usage and public records
  • Signage or TRO (Traffic Regulation Order) restrictions
